Uganda is an interesting country historically for both Jews and Palestinians. While it was among the Zionist theoretician Theodor Herzl’s proposals to re-locate Jews around the world at the beginning of the last century, Uganda also received help from Palestinian guerrillas during its war with Tanzania in 1979. The country’s relations with Israel have developed positively in recent years as former Israeli Prime Minister Benjamin Netanyahu visited the capital, Kampala, in 2016 and 2020. These visits were followed by Uganda’s promise to open an embassy in Jerusalem that remains unrecognized by the UN as the Israeli capital despite the US decision to move its embassy from Tel Aviv in 2018.

There are unconfirmed claims that Dahlan has been the dealer between Israel and Uganda as well as bringing Sudan to the table for negotiations with Israel. Such a role would also be related to Dahlan’s attempts to mitigate tensions between Sudan, Ethiopia, and Eritrea as well as to find a solution for the dam dispute between Addis Ababa and Cairo.

Uganda has also seen the presence of foreign mercenaries. Erik Prince-run Frontier Services Group was active in Uganda. It would well be questioned whether Dahlan was running a similar operation as his habit of hiring mercenaries for eliminating UAE’s political rivals is not a secret.

Uganda is a major source of gold, coffee, dairy, fish, and mercenaries. The UAE is Uganda’s top customer, buying $1.71 billion of Uganda’s gold exports. It is noteworthy that Ugandans are a major part of AMISOM in Somalia and staff private military companies around the world.

Uganda is of undeniable significance for maintaining peace and stability in East Africa, where the UAE applies an expansionist agenda by creating political and economic dependencies. This country is a gateway to non-Muslim central Africa.
